A proposal to end seasonal clock changes would not add winter sunlight. It would move limited daylight toward the evening, leaving an equally important question about early-morning schedules.
Keeping daylight saving time year-round would place winter sunrise and sunset one hour later by the clock than they occur under standard time. That could give many people more light after work or school, but it would also extend darkness into the morning for students, commuters, drivers, outdoor workers and early-shift employees.
Congress has bills, but no new national rule
The Sunshine Protection Act of 2025 would make daylight saving time the permanent standard time, according to Congress.gov’s summary. The summary also says states with areas exempt from daylight saving time could select standard time for those areas.

Congress.gov lists H.R. 139, introduced by Rep. Vern Buchanan of Florida, as having passed the House. As of July 15, 2026, it had been received in the Senate and referred to the Senate Commerce, Science, and Transportation Committee.
A Senate version, S. 29, was introduced by Sen. Rick Scott of Florida on Jan. 7, 2025. Congress.gov lists that measure as introduced and referred to the same committee. Neither bill has become law.
For now, Americans still change clocks under the existing federal framework unless their state or territory is already exempt. The Department of Transportation oversees time-zone and daylight-saving-time policy, while Congress would need to change federal law and a president would need to sign a nationwide permanent daylight-saving measure.
Location would shape the experience
The result would not feel identical across the country. Northern places, where winter days are especially short, could gain a later afternoon sunset while still facing very late sunrises because there is less daylight available during the day.
Southern locations generally receive more winter daylight and may have less severe morning darkness. Geography within a time zone matters, too: places along its western edge generally have later solar noon, sunrise and sunset than communities on its eastern edge.
Boston, Detroit, Nashville, Denver and Seattle could follow the same national time rule but experience it differently. Geography would still determine the limits of available daylight, regardless of the clock setting.
Evening light is the appeal
For supporters, the central benefit is practical. More daylight could overlap with late-afternoon and early-evening activities, including commutes home, errands, exercise, shopping and time outdoors.
Many people also dislike the abrupt earlier darkness that follows the fall clock change, and ending the twice-yearly adjustment has broad intuitive appeal for those who find the shifts disruptive.
A later clock time would not mean every winter sunset happens after 5 p.m. In far-northern areas, some midwinter sunsets are early enough that adding an hour would still leave them before that threshold.
The effect would also vary by date. Daylight is shortest around the winter solstice, while sunsets grow later day by day through late winter. The shift would be most noticeable during the period when standard-time evenings become dark particularly early.
The morning tradeoff follows the same clock shift
The policy changes dawn by the same amount as dusk. A winter sunrise listed as 7:10 a.m. under standard time would become 8:10 a.m. under year-round daylight saving time. A sunrise already close to 8 a.m. could approach 9 a.m. during the darkest stretch of winter.
That matters for households whose days begin early. An 8 a.m. school bell, a long rural bus route or an early commute may make morning light more consequential than a later evening sunset. More daylight after the workday does not help someone traveling or working before sunrise.
Morning light also helps set the body’s daily rhythm. Some sleep and circadian-rhythm experts have favored permanent standard time because it more closely matches natural morning light, while permanent-daylight-saving supporters give greater weight to social schedules and evening activity.
The United States tried year-round daylight saving during the 1970s energy crisis. The arrangement later became unpopular amid concerns about dark winter mornings and was reversed. That history does not settle today’s debate, but it illustrates why the choice reaches beyond later sunsets.
Changing the clock cannot make a winter day longer
Most of the country returns to standard time in the fall, when clocks move back an hour and both sunrise and sunset appear one hour earlier by the clock than they did the day before. Year-round daylight saving would keep winter on the later clock schedule instead.
For example, a 4:35 p.m. standard-time sunset would generally appear as a 5:35 p.m. sunset under permanent daylight saving time. The policy would move daylight on the clock; it would not create additional winter sunshine.
Earth’s tilt, the calendar and latitude control how much sunlight a place receives. The real policy choice is whether winter’s scarce light should fall more heavily before the workday or after it. Permanent standard time offers the opposite arrangement: earlier winter sunrises and earlier winter sunsets.
Permanent daylight saving could make many winter evenings feel less abbreviated, but it would not eliminate early darkness everywhere. Its matching cost would be later sunrises in mornings that are already dark.
